Evaluation of the Dutch 'Governance and human rights programme' in Guatemala 1997-2003

This case study is an evaluation of the Dutch bilateral policy in the field of human rights and governance in Guatemala, conducted between October 2003 and March 2004. After the signing of the Peace Accords in Guatemala in 1996, the Dutch government participated in the international political debate on their implementation and provided financial support to a variety of programmes and projects on peace-building, good governance and human rights. This evaluation aims to assess the efficiency, effectiveness and, if possible, the relevance and impact of the programmes and projects that received Dutch support and to assess the contribution of the Dutch interventions in the political field to the implementation of the peace process.

With respect to the impact evaluation, in chapter 6 the question is addressed whether the implementation of the projects and programmes has created better conditions for the promotion of social justice, the rule of law and the respect for human rights. The report stresses the difficulty of assessing such impacts and thus provides rather general answers. The same counts for chapter 7, where the combined impacts of programme performance and diplomatic efforts by the Dutch Embassy are assessed.
