The Scope of Impunity in Indonesia
This case study uses the HRIA approach developed by the Humanist Committee on Human Rights (the 8 Step Approach). The case study implements the first six steps of the approach. It includes indicators for impunity in the specific context of Indonesia.
The situation of impunity of violations of human rights in Indonesia is a complex one, due to political, legal, cultural and international factors. Professor Orentlicher developed four objectives for a society without impunity in a rights-terminology, which was in April of 2005 adopted to UN guidelines. Author Martha Meijer sees for it's implementation the cultural aspects of Indonesian society and the power relations in Indonesian politics as the most important obstacles. She identifies five priority areas to change the current situation of impunity;
- change of cultural traditions,
- changes in the division of powers,
- transparency in the legal systems and legal reform, h
- igh priority for the Truth and Reconciliation Commission and
- the establishment of a historic documentation center.
