Irregularities, abuses of power and ill-treatment in the federal district

This study presents the results of a pilot survey among the population in the Federal District in Mexico City, which aimed to measure irregularities, abuses of power and ill-treatment on behalf of public authorities in the police and justice sector. The report also identifies the main problems from the survey results and provides recommendations.

By conducting this questionnaire-based study, the authors aimed to

- provide the public and the authorities with information that was not available up till now

- build a methodology (evidence-based tool) to measure abuses, that will allow comparisons over time  
  and between entities.

The ultimate goal is to enhance systematic monitoring of these human rights issues so as to inform the design and implementation of policies that strengthen human rights and the rule of law. The study provides a good basis for designing indicators and performing impact assessment.

The Spanish version of this report contains an appendix (appendix D) with the original questionnaire used in the survey.
