Deadly Delays Maternal Mortality in Peru, A Rights-Based Approach to Safe Motherhood

This report shows the results of an investigation conducted by the Physicians for Human Rights (PHR) analysing the systemic and social factors that perpetuate the injustice of maternal mortality in Peru. Results reveal that deaths of largely rural and impoverished women are the result of policy, programming and budgeting decisions as well as societal and cultural factors. Peru's high maternal mortality reflects the systemic violations of human rights and vast inequalities in the health care system.

Under international human rights law, Peru is obliged to provide available, accessible, acceptable and quality Emergency Obstetric Care for pregnant women. The absence of these leads to the high maternal mortality.  

This report provides recommendations to the Peruvian government, Peruvian Ministry of Health, the World Bank of Inter-American Bank and to the US government as well as USAID on how to deal with this problem.
