• Definition of critical areas and concerns in the field of human rights and democratic development.
• Definition of the problems which have to come (closer) to a solution by implementation of the NGO activities.
• Definition of the objectives which have to be realised in order to reach this solution.

Implementation

• Take departure in the analysis made at steps 1, 2 and 3.
• Use tools as, for example: Problem Tree and Stakeholder Analysis.
