Step 3: Development of a View of the Desired Situation

- Go back to the basics: what is the actual situation, where do we want to be within a certain period of time and how can we get there (objectives, benchmarks and time-frame)
- An assessment of the needs and possible contributions and interventions. This would feed into the formulation of policy, programs and projects.
Implementation
- A stakeholder-analysis, for example, could contribute to the reliability of the needs-assessment as well as be useful in the sense of involving stakeholders as from the early stages of policy- , program- and project development
- When drawing the picture of the desired situation, indicators should be developed in order to be able to measure the progress in a specific area. Setting benchmarks in combination with time-frames can be useful in order to break down more general or long term objectives into measurable elements.
