Common Country Assessment and United Nations Development Assistance Framework: Guidelines for UN Country Teams
The Common Country Assessment (CCA) and the United Nations Development Assistance Framework (UNDAF) were adopted as strategic planning tools for the UN system. These guidelines constitute a strategy for a unified approach towards common development goals at the country level. They are meant to help UN Country Teams to prepare CCAs and UNDAFs and cover the whole programming cycle. Guidelines for CCA preparation were first prepared in 1999; this publication contains the 2004 update which includes lessons learned and pays more attention to the rights-based approach.
The Guidelines set out the major steps in the programming process in part 1; part 2 is concerned with the analytical CCA process and could also be useful for other organisations as it identifies the root causes of development challenges. Part 3 deals with strategic planning in the UNDAF and Part 4 deals with monitoring and evaluation. Part 5 describes the management of the whole CCA/UNDAF process. Part 6 addresses the subsequent formulation of the country programmes and projects by UN agencies. Annexes include the Indicator Framework for the CCA, which includes lists of indicators, among others indicators related to the Millennium Declaration and on governance, democracy, the administration of justice and the security of the person.
One of the guiding principles of CCAs is to integrate systematically human rights principles as sustainable development concerns.
