Conflict-sensitive approach to project finance

Presents elements towards a conflict-sensitive approach. Includes enhanced due diligence through, amongst others, integration of human rights impact assessment.

The approach is the start of a thinking process on enhancing due diligence. The approach does not seek to present tools to enhance due diligence. However some ideas are provided. A three-tier process to conflict risk and impact assessment is proposed. 

Initial screening is followed by comprehensive conflict risk and impact assessment at the macro and project level. These can be combined with existing environmental and social impact assessments. It is in this phase human rights impact assessments should be undertaken.
