Strategic Programme Impact Framework

SPIF is an operational Theory of Change approach to identify outcomes and impacts in an area of intervention (a given country, sector or target group) where a programme or project operates and to serve as the basis for strategic planning around the Theory of Change. Its intention is to place a project in context and provide the basis for strategic programming and linking complementary interventions to enhance its effectiveness. It has internal logic (present in a conventional logframe) and an external logic: it places interventions within a specific context and identifies linkages and opportunities for synergies. It attempts to identify past, present and planned interventions by the ILO or other development partners in order to identify possible gaps. Asking the question 'where does my project fit in?' proves to be very useful.

The tools can be used in this instrument, it is not as such 'prescribed' that a particular tool must be used within the process. The tools are also adapted within SPIF.
