CARE Impact Guidelines
The Guidelines are specifically directed at CARE and focus on Household Livelihood Security impact; they are not concerned with human rights as such though they deal with related issues. Still it is a very elaborate and useful resource and can be relevant for HRIA.
Framework for impact measurement within CARE, impact being defined as “sustainable improvements in human conditions or well-being”. The Guidelines establish a common methodology and a set of indicators that the organisation can use to target, promote and document positive impact on Household Livelihood Security, which is the core framework used by CARE.
The Impact Evaluation Checklist outlines the methodology that all program teams should follow to ensure that programming is capable of achieving and measuring impact. It is drawn from practical experience of CARE projects and covers both project design and monitoring/ evaluation. Furthermore a Menu of Standard Indicators for HLS (Household Livelihood Security) Impact is given, which presents a basic list of best-practice indicators that are recommended for measuring the impact of programs and projects. The Guidelines also include a DME (Design Monitoring Evaluation) capacity assessment toolkit, which aims to help Country Offices develop strategies that will help them fulfil the guidelines. Finally, a report of nine case studies is provided, documenting projects' efforts to achieve and measure impact (including reviews of the logframes and M&E systems).
