HRIA Step 5: Formulation of Policy Options and Activities
Content
Analysis of the role, influence and capacity of various actors in the political, social and economic environment, including of the NGOs concerned.
An overview of the strategic choices and of the policies, programs and projects that can be developed. Analysis of the risks and benefits and the preconditions for successful implementation.
Insight in how the various initiatives would relate to each other ? are they reinforcing each other; what are the expected combined effects.
Identification of mediating measures to reduce mitigating effects and to plan roads ahead.
Implementation
The overview should take into account the interests of the different groups involved (again by using, for example, Stakeholder Analysis).
The Framework Efficacy NGOs in the policy process, can be used for assessing the efficacy of the roles, which NGOs may have at different points in the policy process.
At this stage, the goals, objectives, desired impact, outcome, output and results should be defined. The Logical Framework is an instrument to structure this process.
Development of indicators to facilitate the assessment of measure the effects and impact of policies, programs and individual projects. Indicators can be derived from the earlier steps as well as follow from the specific objectives of individual projects. However, it is always important that indicators are defined at the beginning of a process chain, and not just at the monitoring or implementation stage.
