The objective of this manual is to provide a structure for organisations to be used before designing a human rights programme. This manual addresses some of the core questions concerning the measurement of human rights programmes. Some of these questions include; why and how organisations can design a human rights programme in a most effective way?

This practical guide is intended for human rights organisations embarking on a new programme, their stakeholders and their back donors. It is the result of an experience based learning trajectory in which twenty human rights activists and development practitioners of different parts of the world (Africa, Asia, Europe and Latin America) participated. Final editing was done by staff members of Aim for Human Rights (Martha Meijer), Amnesty International (Ellen Vermeulen), Context, international cooperation (Peter Das and Fons van der Velden) and ICCO (Dieneke de Groot).

Chapter 1 outlines the background information on human rights aspects. The interlude concentrates on important cross-cutting issues which are of great essence in different stages of the design, implementation, monitoring and evaluation of the human rights programme. Chapter 2 focuses on how to assess the relevance of human rights programmes, providing an overview of important types of analysis which can be used to assess the relevance of human rights programmes. Chapter 3 discussed the organisational assessment and chapter 4 focuses on the assessment of the results of human rights progammes, how to monitor and evaluate.
