HRIA Tool/Instrument: Development in Conflict: A seven step tool for planners

Peace and conflict Impact Assessment (PCIA) is a planning and management tool. It can assist development and humanitarian organisations in analysing situations of conflict and identifying strategic opportunities for conflict prevention and peace-building.

The PCIA has been developed to provide a strategic response in conflict-prone situations. This is often difficult as a conflict environment is constantly changing. In particular, the PCIA develops a more comprehensive and strategic way of analysing and monitoring conflicts. This information can be used in planning and management decisions.

The PCIA tool can be used in a variety of interventions including trade and investment, emergency relief and development assistance.  The tool can be used between different policy interventions on a micro and macro level, and between international and local interventions.

The Peace and Conflict Impact assessment tool provides a framework for:

-          assessing the peace-building environment

-          identifying conflict parties and peace-builders

-          defining objectives and activities

-          inputting analyses into a planning framework

The Conflict Impact Assessment methodology is based on three broad sections: a) analysis, b) strategy, and c) implementation for use in the project management cycle framework. These sections are divided into seven steps. These steps lead to incorporation of the results.

The steps are:

-          Step 1: Identifying the conflict factors and key indicators

-          Step 2: Stakeholder analysis

[Strategy]

-          Step 3: Identifying strategic issues

-          Step 4:Making strategic choices and setting objectives

[Implementation]

-          Step 5 Defining programme purpose and activities

-          Step 6: Risk assessment and sustainability

-          Step 7: Using the project management cycle framework

HRIA Eight Step Approach

The Eight Step Approach is a comprehensive HRIA framework that provides a cyclic approach to policy development and project management. This toolset covers the following steps:
