Handbook in Human Rights Assessment
This tool can be used in development cooperation to identify whether a full-scale human rights impact assessment is needed. The tool is a supplement to the Manual for Project Cycle Management of NORAD. It will provide an assessment of the likely positive or negative effects on human rights or suggestions for further follow-up.
A score sheet is provided. This will inform on "the potential human rights payoff of programmes in the preparatory phase, and/or actual human rights payoff in the follow-up phase" (source: NORAD: Handbook in Human Rights Assessment).
