Monitoring housing rights - Developing a set of indicators to monitor the full and progressive realisation of the human right to adequate housing

Framework for the development of a set of housing rights indicators. It aims to translate housing rights into quantifiable and measurable indicators so as to facilitate governments, NGOs, treaty monitoring bodies and others in their efforts for monitoring and evaluation. In the paper 17 housing rights indicators are proposed, connected to 6 core elements of the right to adequate housing. It is also explained how data for these indicators can be collected and (dis)aggregated. Once a final set of indicators has been agreed upon, these indicators will form the foundation for the establishment of a global system for monitoring the full and progressive realisation of the human right to adequate housing.

This tool is also interesting for a broader audience than solely those concerned with housing rights, as it contains many valuable considerations on the process of identifying indicators as such, describing the process of identifying housing rights indicators in detail.
