Budgeting for women's rights: Monitoring government budgets for compliance with CEDAW
This report elaborates on the work that has been undertaken so far in the field of women's rights and government budget analysis, and deals with the principles of non-discrimination and equality in relation to the raising and spending of public money. A framework is provided for applying a rights-approach to budgets from a gender perspective. The report covers four dimensions of government budgets:
• expenditure
• revenue
• macroeconomics of the budget
• budget decision-making processes.
It examines how budgets and budget policy making processes can be monitored for compliance with human rights standards, in particular with CEDAW, in order to inform a wide range of actors such as policy makers, NGOs, budget analysts and the CEDAW committee.
The report also provides examples of gender-responsive budget initiatives.
